CAFOs were started and growing long before Walker was around.

Including a local government's ability to control what activities were allowed within it's jurisdiction. Under Republican control our legislature hasn't been much help in reversing the tide.

Your recollection is spot on.  Also the Walker administration mandated "must permit" regulations for many of these projects.  I also remember vividly the mining bill his administration passed (written by the mining companies) that made extraction companies virtually immune from any liability for polluting groundwater as a result of their activity.  The DNR was completely hogtied...

This "what about" logic is a nice diversionary smoke screen*.

The Walker administration also made it harder for Wisconsin governmental agencies to make administrative rules, allowing a committee of the legislature to block them.  In Wisconsin, traditionally the statutes have been enacted by the legislature, and details have been enacted by agencies as regulations, often using experts.  Examples are fishing bag limits set using biologists, and child support regulations set using economists and other experts.

I'm not defending Walker.  But at the same time I'm not totally on board with "it's all Walkers fault" here. The DNR was permitting CAFO's before his administration.  And then the DNR was found to ignore it's own rules on water pollution.

Doyle's administration wasn't as environmentally pure as the driven snow, but Walker's was a calamity....there's no comparison between the two.  In fact, there's no comparison with Walker's administration in maybe my lifetime.

I understand and don't want to start a whole political discussion (of course it's hard not to include politics in an environmental discussion) but you were asking "why the DNR has to issue a permit". My point is that rolling back these Walker changes would make it easier for the DNR and local governments to protect the environment. If we can roll back any similar regs that harm the environment from privious admins I would support that as well.

I don't think you can say they didn't use their regulatory authority pre-Walker. If they hadn't been enforcing regulations the various pro-business interest groups wouldn't have lobbied so hard to get rid of them. Smiley
