CRP and Flooding?

Obviously the massive rainfalls we've had drive most of the flooding we've experienced (no kidding, eh?) but how much would they be mitigated by not having lost so much CRP lands? From 2006 to 2017, Wisconsin lost 61% of their CRP lands.

I know things have changed and commodity prices really increased but we're going to pay out $16 Billion to subsidize farmers for losses due to tariffs. You'd think paying them not to grow crops might come into vogue again?

Edit to add, I know around here, many farms have pulled land out of CRP and have modified their terracing to make larger row crop fields. We'd also seen a lot less alfalfa in rotation to make room for more corn and soybeans.
