Comments: Water levels on the Root River improved only slightly after the recent rains, but steelhead fishing has been good. The best areas have been upstream of the weir from Colonial Park upstream to the dam. A variety of fly patters were taking fish. With most of the fish actively spawning, the number taken on spawn sacs and tub jigs has decreased. Brown trout fishing in the Racine harbor has been fair with a few fish being caught on spawn sacs or spoons.
